- Protecting Cash Access and Customer Safety in Europe
In recent years, the topic of cash access has gained considerable attention across Europe, particularly in the UK. With recent legislation and growing public interest in protecting people’s right to access cash, it’s essential to ensure that cash withdrawal options remain accessible to all, especially vulnerable individuals and those in rural communities. However, while safeguarding the right to cash, it is equally crucial to prioritize the safety of customers and staff at cash access points. The right to safety should be as fundamental as the right to cash. Balancing Cash Access with Security As governments and financial institutions work to preserve access to cash, criminals continue to target ATMs and cash points, posing a real threat to customers and employees alike. Recent articles in the UK have highlighted an uptick in thefts and ATM-related crime, demonstrating the need for a stronger focus on safety measures. By providing secure environments at ATMs, banks and businesses can help exercise the people’s right to safety, ensuring that accessing cash does not come with undue risk. Prioritizing Safety in High-Risk Areas High-traffic areas and isolated cash points can be particularly vulnerable to criminal activity. To protect both customers and staff, businesses must implement robust security measures. This could include enhanced video surveillance , well-lit surroundings , and the installation of emergency help points or panic buttons . Parabit offers a range of security solutions designed to reinforce ATM safety, ensuring that cash access points are fortified against potential threats. At Parabit, we understand the significance of balancing these rights and are committed to providing innovative security solutions that protect people and their access to cash. - Measures to Mitigate Active Shooter Incidents in Schools
Active shooter incidents in U.S. businesses are increasing, according to an FBI report . The FBI tracks incidents where individuals are actively killing or attempting to kill people in populated areas, though many other incidents involving weapons go untracked. With the start of school rapidly approaching, now is the time to prepare for such events. There are approaches to active shooter incidents that offer different strategies, such as ALICE (Alert, Lockdown, Inform, Counter, Evacuate) and Avoid, Deny, Defend . ALICE (Alert, Lockdown, Inform, Counter, Evacuate) focuses on empowering individuals to make informed decisions based on their specific circumstances. It encourages people to be alert and aware of their surroundings, gather and communicate information about the threat, and take appropriate action. This may include locking down to prevent the shooter from entering, using countermeasures, if necessary, as a last resort, and evacuating when it is safe to do so. Avoid, Deny, Defend emphasizes three key actions: first, individuals should try to avoid the threat by escaping or removing themselves from the danger zone. If that is not possible, they should deny access to their location by barricading or securing the area. As a last resort, individuals may need to defend themselves against the attacker using whatever means are available. To effectively address the risk of active shooters, it’s important to consider the broader spectrum of violence and emphasize prevention. This includes recognizing early warning signs, providing staff and student assistance programs, and educating employees on threat recognition and reporting. Different types of violence, such as targeted and affective violence, require specific mitigation strategies. Measures like weapons screening , de-escalation training , and strong partnerships with law enforcement can help reduce risks. Implementing weapons screening is a proactive measure that can prevent firearms and other dangerous weapons from entering a facility. Advanced screening technologies, such as metal detectors and X-ray machines, can be used at entry points to detect concealed weapons. This measure is particularly effective in high-risk environments, such as schools, government buildings, and large corporate campuses. By intercepting weapons before they enter the premises, organizations can mitigate the potential for violence. De-escalation training equips employees and security personnel with the skills to defuse potentially volatile situations before they escalate into violence. This training focuses on communication techniques, empathy, and conflict resolution strategies to manage aggressive behavior calmly and effectively. Building strong partnerships with local law enforcement agencies is crucial for effective risk management and emergency response. These partnerships facilitate information sharing, joint training exercises, and coordinated efforts to address potential threats. Organizations should consider implementing the following critical measures to further reduce risks: Access Control Systems : Restricting entry to authorized personnel only and using ID badges, biometric scanners, or key cards to control access. Integrating an access control system can restrict entry to authorized personnel only, further enhancing the safety of the school environment. See Parabit’s Access Control System here . Surveillance Systems : Installing high-quality cameras to monitor activity and provide real-time information during incidents. Incorporating cameras throughout the school premises can significantly aid in monitoring suspicious activities, providing real-time information during incidents, and serving as a deterrent to potential attackers. See Parabit’s camera housings here . Threat Assessment Teams : Establishing multidisciplinary teams to identify, assess, and manage potential threats. Regular Drills and Training : Conduct regular emergency drills and training sessions to ensure that employees are familiar with protocols and can respond effectively during an incident. Take measures to safeguard your school now, before it’s too late. Contact sales@parabit.com to start implementing stronger security measures today. Federal Bureau of Investigation. - How to Battle Unwanted Loitering and Vagrancy at ATMs
As noted in the article, Rags in front of riches from the Dailymail.co.uk, “Scores of homeless people camped out and sheltering from the cold in ATM vestibules across New York City , as banks struggle to battle ' crime and vagrancy' that has run rampant at their branches.” The DailyMail is not the only one reporting on the rampant challenges in New York City right now. Fox5ny.com noted in the article, NYC banks locking up ATM vestibules to keep out homeless , “It is getting harder for some people to access ATMs at night in New York City because banks are reportedly locking up vestibules that house the cash machines due to problems with homeless people. From setting up makeshift shelters to using them to relieve themselves, ATM vestibules have become a nuisance problem at some Midtown Manhattan banks.” But New York City is not alone in dealing with rising crime, homelessness, and encampments being made in ATM lobbies. Claire Meyer states, in the article Coping with Vagrancy in ATM Vestibules from asisonline.org, “Richard Mercuri, CPP, corporate security director for a northeastern U.S. bank and a member of the ASIS Banking and Financial Services Community Steering Committee , tells Security Management that the number of homeless people who had to be removed from ATM vestibules in his organization’s network tripled over the past two years.” Banks and financial institutions are turning to locking their doors early and limiting access to their banks. The article Banks in New York City to Shutter ATMs Overnight to Keep Out the Homeless by Kurt Stolz from frequentbusinesstraveler.com mentions that, “A number of banks are quietly locking the doors to their ATM lobbies before midnight and reopening them in the early morning hours. The action is being taken as part of an effort to keep homeless people from encamping in the ATM lobbies, some using the lobby as a public toilet and as a place to take drugs, which is creating a safety hazard for both customers and bank employees.” This solution affects customers' ability to deposit or withdraw on their own schedule. A person who works unusual hours and wants to deposit or withdraw in the middle of the night will now have a problem doing so, and people who work late and can’t get to the bank until it’s later at night just to find that it is closed causes a negative impact on the customer experience, as well cash flow. Is there another solution? The answer: Parabit Access Control System . Control who enters your facility and when. Delivering the infrastructure for security & compliance as well as innovative applications of Mobile & Bluetooth® Technology. From 24-hour managed access to complex initiatives, the ACS-1EUL provides critical components that enhance customer experience and improve business performance. HARDWARE The Parabit MMR (multi-media reader) and MMRC (multi-media reader contactless) are the class-leading, industry standards for ATM lobbies/vestibules, branches, and general retail businesses. With remote facility monitoring and management, physical overlay & RFID skimmer detection, remote loitering detection, single customer/group access loitering detection, the ability to block NFC cards, mobile wallet, and wearable tech credentials , and so much more, the Parabit ACS solution will provide you with the ability to keep your branches open and keep out vagrants and unwanted loitering. View the Retail Customer Access Control Brochure here. Facility sensors give you the information you need about your facility. Use these sensors to automate functions like lighting or lobby access , set customized alerts for events like loitering or door ajar , and control your lobby remotely with integrated shutdown support. SINGLE CUSTOMER ACCESS The high-definition Active Presence Detector is used to monitor and detect activity within an ATM Lobby. Use it in conjunction with an automatic door lock to limit the number of people allowed in the lobby at a time. Mounting the unit to the ceiling prevents blind spots, and the sensor width can be calibrated as to not be activated by activity outside the lobby. LOITERING DETECTION By combining the door sensor and active presence detector, you can detect individuals who may be overstaying their welcome. This can trigger a silent alert to security personnel to check on the area, offer a verbal warning if integrated with a speaker system, and more. DOOR SUPERVISION & REMOTE LOCKDOWN The door sensor is an integral part of a complete sensor security solution. It may seem simple, but it's the best way to ensure that the door is closed when it's supposed to be and is crucial to any automatic or remote lockdown routines. Past that, it alerts you if the door is ajar, which may mean it is being propped open or held open by a visitor. It can work in conjunction with Active Presence Detection to know if visitors are loitering and let you know how many visitors you have in a day and help limit the number of people in the lobby at any one time. An open or unlocked door is the leading cause of an unsafe remote banking environment. When a customer or staff member cannot open the lobby doors, override the locking system, exit the lobby, or engage with self-service equipment , a text and or an email is sent. SOFTWARE: ACS SOFTWARE SUITE ON PREM ACS Enterprise® supports remote facilities monitoring and management for branches with ACS-1EUL installations.
