EAST Publishes First European Fraud Update For 2013

The European ATM Security Team (EAST) has just published its first European Fraud Update for 2013. This is based on country crime updates given by representatives of 21 countries in the Single Euro Payments Area (SEPA), and 2 non-SEPA countries, at the 29th EAST meeting held in Brussels on 6th February 2013.

Skimming at ATMs was reported by all but one of the countries, with increases reported by eight countries and decreases by four countries. A current trend is for cards to be skimmed at ATMs abroad (mainly in South America) while genuine cardholders are visiting the countries concerned.  In some cases fake fascias are being placed onto genuine ATMs for the purposes of card and PIN compromise.

ATM related fraud losses continue to migrate away from EMV* Chip liability shift areas.  From January to December 2012 such losses were reported in 54 countries and territories outside of the Single Euro Payments Area (SEPA) and in 17 countries within SEPA.  The USA remains the top location for such losses, followed by the Dominican Republic, Brazil and Mexico. The usage of regional card blocking (card issuers blocking payment cards for usage outside of designated EMV Chip liability shift areas) continues to spread, with ten countries now reporting some form of geo-blocking.

Cash trapping incidents were reported by eighteen countries, with significant increases being reported by three of them.  Usage of the cash claw for cash trapping is spreading and this device is also being used to assist with transaction reversal fraud.

Ram raids and ATM burglary were reported by nine countries. Seven countries reported explosive gas attacks, and this form of attack appears to be increasing across Europe.

 

NBC News website, NBC.com hacked on Feb. 21

A blog posted on the website of NBC News says the network's main entertainment website, NBC.com, was hacked on Feb. 21.

Wilson Rothman, technology and science editor at NBC News Digital, in a blog reported that security researchers warned Web users against visiting NBC.com, saying that hackers added links tomalware on the site. Google's Chrome browser and others detected the threats and deterred users from loading the pages.

NBC released the following statement regarding the website, which promotes the entertainment offerings of the TV network: "We've identified the problem and are working to resolve it. No user information has been compromised."

Romanian citizen living illegally in the U.S. on an expired visa, was arrested on Jan. 5

New York law enforcement authorities have announced the takedown of an ATM skimming scheme that compromised ATM Security on more than 40 ATMs at a Tri State area branch network in N.Y. According to a statement issued by the U.S. Attorney's Office and the U.S. Secret Service, the scheme, under investigation since May, involved compromised ATM card readers, the recording of PIN entries and the creation of counterfeit cards. Laurentiu Bulat, a Romanian citizen living illegally in the U.S. on an expired visa, was arrested on Jan. 5 and charged with leading the scheme. He faces one count of conspiracy to commit bank fraud and one count of bank fraud. If convicted, Bulat could be sentenced to 60 years in prison. Bank video surveillance caught Bulat installing skimming devices on two ATMs at a Manhattan branch reducing ATM Security. Later that morning, Secret Service agents confirmed the tampering and set up surveillance. When Bulat returned to the machines later in the day, he was arrested. Authorities believe he had returned to remove the skimming devices. Crime rings often target specific bank and credit union branches, because the ATM makes and models are often the same. As a result, skimming devices can easily be fitted and installed on any ATM owned and operated within a particular institution's network.
